Bug detailed description:

After Dom0 S3,HVM guest with vt-d assigned cannot allocate ip address.I tried
both static assignment and hotplug,all cannot work.


Reproduce steps:
----------------
1) Dom0 S3
2) Create a HVM guest with VT-d device assigned.
