Change Set: xen 3.3.0 rc2 #18186
Hardware: Stoakley


Bug detailed description:
--------------------------
on 32e, we create one guest, then hot attach one NIC to guest, guest can not
get IP address, guest qemu log print "libpci read error. No emulation ", total
qemu log is attachment.

Static assigning one NIC to guest can work fine.


Reproduce steps:
----------------
1) create one HVM guest
2) xm pci-attach Guest_DomID NIC_BDF_Number
3) check network of guest
