Bug detailed description:
If using ioemu-remote, on IA32PAE host, both Windows and linux guest can not
boot up with memory over 2G, if setting memeory=2047M, guest can boot up; if
setting memory=2048M, then failed to create guest.

qemu log:
domid: 17
qemu: at most 2047 MB RAM can be simulated

On IA32E host, both 32e and 32pae guest can boot up with memroy > 2G.

Reproduce steps:
1) prepare one image
2) create guest with memory > 2G
