Testing on Tigerton with 16 cores CPUs also show timer slows issue on very busy
CPU utilization. 

Physical System information:
4 CPUs with Quad Core each.
16G memory.

I create 4 SMP IA32E RHEL5.1 guest. Each guest has 16 vcpus. Each guest get 2G

Trigger cpu2k testing in each guest at the same time.

After doing cpu2k, guest would be slower 60~90 seconds in the past 46 mins
