Summary: Hotplug attached NIC in Linux guest (both 32E and PAE)
                    cannot work well
           Product: Xen
           Version: unstable
          Platform: All
        OS/Version: Linux
            Status: NEW
          Severity: critical
          Priority: P1
         Component: Hypervisor
        AssignedTo: xen-bugs@xxxxxxxxxxxxxxxxxxx
        ReportedBy: haicheng.li@xxxxxxxxx

on both 32pae and 32e host, we create one linux guest, then hotplug attach one
NIC(PCI or PCIe) to this guest. then do dhclient in guest, NIC driver will
print errors (see attached screen-snapshot), and the NIC does not work anymore.
serial log also is attched.

Reproduce steps:
1) prepare one linux image
2) create linux guest
3) hotplug attach one NIC to this guest
