on ia32e host, when assign two NICs (1 PCI + 1 PCIe) to
Windows xp guest, guest cannot get IP address via dhcp.
serial log is attached.

Reproduce steps:
----------------
1) prepare one windows xp image
2) make one configure file with two NICs assigned
3) create guest
