I have posted my concerns on closed bug #895:

The suggested fix, to use timer_mode=1 in the hvm config, is not working here
on windows 2k3 server. Are there more configuration options that are necessary
for this to work? I will attach my working config, using Xen 3.1.0. Thanks!
