Bug detailed description:

If I use xm mem-set to adjust the hvm guest's memory by xm mem-set, and then
save the guest. The 
xm save will fail, so does xm migrate. A white window will pop up, and the
guest still exists 
through xm li.


Reproduce steps:
----------------
1. xm create config.hvm
2. In the guest, insmod xen-platform-pci.ko
3. In the guest, insmod xenbus.ko
4. In the guest, insmod xen-balloon.ko
5. xm mem-set $dom_id 1024 256
6. xm save $dom_id
