Caspar: see this howto about running Xen3 on Ubuntu Dapper:

There's a change in udev rules that could help you address this issue:
mv /etc/udev/rules.d/xen-backend.rules /etc/udev/rules.d/92-xen-backend.rules

BTW, in my working test (Ubuntu LTS server amd64 + Xen 3.0.6 64 bit binary)
I was using NAT instead of bridging.
