Bug detailed description:

WinXP/2K3 failed to boot up in IA32 Xen. In fact, only ACPI UP Win2K can boot
up in IA32, but the 
other combinations all failed, like ACPI/NOACPI UP/SMP WinXP/2K3. they all give
a black window

Reproduce steps:
----------------
1. prepare a UP ACPI Windows XP image .
2. prepare a configuration file with vcpus=1, acpi=1, apic=1.
3. xm cr "configuration file"

Basic root-causing log:
----------------------
got following messages in xm dmesg:

        (XEN) ioapic_guest_write: apic=0, pin=4, old_irq=4, new_irq=4
        (XEN) ioapic_guest_write: old_entry=000009f1, new_entry=000109f1
        (XEN) ioapic_guest_write: Attempt to modify IO-APIC pin for in-use IRQ!
        (XEN) vioapic.c:267:d142 error delivery mode 7
