I have/had the same problem. And me too can solve it with udev.
At first I get the exact same error message.
# emerge =udev-070-r1
Same error message
# etc-update
Same error message
# emerge udev   # version 087-r1
No error message, VM starts but no output and it shuts down spontanuously. This
may be an entirely other problem though.
# etc-update
Same initial error again.

I can reproduce this over and over again.
