Additional information:

$ udevinfo -V
udevinfo, version 039

$ cat /proc/sys/kernel/hotplug
/sbin/hotplug

If this could be a problem with RHEL4, please let me know. Another weird thing
is that this always seems to happen with devices that get the (xen device)
number 769,770 or 771.
