Memory resizing works by expanding or shrinking a balloon driver inside the
domU which means that the total amount of memory seen by Linux and hence
reported in /proc/meminfo remains the same at all times. The actual RAM usage
of the domain varies because when the balloon driver expands it gives back RAM
that can be used by other domains. Information on the status of the balloon
driver is available in /proc/xen/balloon.
So, as far as I can tell, everything is working as designed in your case.
Please check that this corresponds with what you observe and if necessary,
reopen this defect with more information or specific suggestions for improving
the current implementation.
