Changeset 10319 doesn't build at all for me.  I tried to recreate your problem
using the latest xen-unstable changeset and built the dom0 kernel using the
default config for x86_32.

Testing on a dual opteron intellistation A pro model no 6224-49G:

o - Using the reboot command in dom0 will successfully reboot the machine.
o - Using the reboot command in a domU (running the same dom0 kernel) will
reboot the domU.

What platform is your build target?

What hardware are you testing on?

Does your hardware reboot successfully using the native Linux kernel?

Do you think this is an HVM specific problem?  I don't have HVM hardware.
