OK, this is odd.  It looks like it's just ignoring the default route.  If I add
gateways of the form:

route add -net netmask gw
route add -net netmask gw

such that

route -n gives

Kernel IP routing table
Destination     Gateway         Genmask         Flags Metric Ref    Use Iface UH    0      0        0 eth0     U     0      0        0 eth0       UG    0      0        0 eth0       UG    0      0        0 eth0         UG    0      0        0 eth0

then it uses the default gateway properly and doesn't arp for all the ips --

It does still arp for (resulting in a slow arp reply response)


BTW, arp is probably slow because it's being bombarded with requests.
