Edit file /etc/udev/rules.d/xen-backend.rules

Make this change:
-SUBSYSTEM=="xen-backend", ACTION=="remove", RUN+="/usr/bin/xenstore-rm -t
$env{XENBUS_PATH}"
+SUBSYSTEM=="xen-backend", ACTION=="remove", RUN+="/usr/bin/xenstore-rm
$env{XENBUS_PATH}"

In my tests it solves the problem.

It seems like a bug in libxs ou xenstore-rm.

I will try to find the real bug and send a patch to xen-devel.
