Hangs and doesn't reboot? That's odd (unless you have "noreboot" on the xen 
command line).

Please can you try a debug=y build of xen and get a serial console on the box 
(or leave the vga console to xen with xencons=off on the dom0 command line).

If you have a serial line, when its in the hung state, try hitting ctrl-A three 
times, and then the 'd' key a few times.

Do you see any difference if you boot dom0 with maxcpus=1 ?
