vif-* hotplug scripts expects "offline" action to put interface down and remove
iptables rules.
The problem is that network driver is not triggering "offline" event. The others
(add, online, offline) are ok.
Here is the Ewan's reply:

No, that's not correct. If we're losing the offline event, then that's a bug.
