To try to narrow down what test is triggering this situation, I edited the
Makefile.am file in ../tools/xm-test and took out the 'migrate' from the SUBDIRS
= line that has 'save restore migrate' and run repeatedly without any reboots,
and it seems clear that the problem is triggered by the 'migrate' tests in 
xm-test.
