I don't think the problem is fixed in the latest tree (changeset: 6025)

Here is what I got: 

# xend start

# xm list
Name              Id  Mem(MB)  CPU VCPU(s)  State  Time(s)
Domain-0           0      245    0      1   r----     15.0

# xm create /etc/xen/vm1.cfg
Using config file "/etc/xen/vm1.cfg".
Started domain vm1

# xm list
Name              Id  Mem(MB)  CPU VCPU(s)  State  Time(s)
Domain-0           0      245    0      1   r----     15.7
vm1                1      512    3      1   r----      0.9

# xm console vm1
xc_console: Could not contact XenStore: Connection refused
