Yep, it's certainly an odd one. All the other alarm tests work, time
seems to be progressing normally.

alarm04 sets an alarm timer to go off in 3 seconds, then does an execl
of another program that just does a sleep(10) waiting to receive the
alarm. It never arrives.

Are you sure about it breaking around July 12/13? It would be really helpful to 
narrow down the changeset.

Can anyone confirm that this bug is not present on native 2.6.12 ???
