Well, I tried repartitioning and remounting the USB stick and then using unetbootin again to set up the USB stick with the XCP 1.1 ISO. My result did not change.
I am using Windows Server 2003 and unetbootin 563. I found this post - http://www.linuxreaders.com/2011/05/24/create-xenserver-bootable-usb/
It suggests an older version of unetbootin, specifically version 393. When I found that, I was on an Ubuntu desktop (10.10) but I don't know if that matters. I created the usb stick again with unetbootin 393 and it worked for me.
Oh, Windows. Sometimes I forget that exists. I was using Ubuntu 10.10 and whatever version of unetbootin that comes with that. I can't tell you what it is now since the USB drive was so I could wipe out the OS that made it.
