This would be flow control, as in the hardware support at the
ethernet link layer ?
I think that would not make sense in a virtual switch - there is no
limit to available bandwidth on these links, and in theory no limit
on available packet buffer.
Would enforcing flow rate limits via tc rules do the job ?
