No, it's open source. You can find the development branch of xapi on github here: https://github.com/xen-org/xen-api . The other development repos are mirrored somewhat frequently on xenbits: http://xenbits.xen.org/hg/XCP .

And each major release of XCP comes with a few source ISOs which contain a snapshot of the source code that produced the binary ISO. You can find those ISOs on the XCP downloads page: http://xen.org/download/xcp/index.html
