xapi is part of the XCP toolstack, which has historically been released
as an appliance and was tightly integrated into a CentOS 5.5
environment. We're working on porting the toolstack to Debian and Ubuntu
right now, and we'll start working on a Fedora port in the near future.
Once we have Fedora rpms packaged, it may be easy to port them to SUSE.
If you'd like to give us a hand with this, please let me know.

I guess it depends on what you mean by stable. xapi and the XenAPI is
part of XenServer and XCP, which are "enterprise" level server
virtualization platforms. The because it is meant to only work with
XenServer/XCP, and not be a generic virtualization API, XenAPI is a much
richer API than libvirt. XCP and XenServer are both well-tested
products, so they are stable in that sense, but xapi on Debian is still
in the prototype phase and I wouldn't recommend using it in production
just yet.
As far as the stability of the API itself, we maintain backwards
compatibility with older versions of the API, but we are constantly
adding new features to it.
