There have been some fixes (not sure if they are related) to the PV on
HVM drivers recently. Take a look at:

Also the releases of Xen 4.1 and 4.0.2 (likely final RC) might have
some developments that change things too.

We just need to narrow down where things where things don't and find
out if it is specific to your setup or kernel, or xen version, etc. In
general things are being tested so migration not working is likely
some combination of your setup.
