Xen VGA passthru is based on PCI passthru, so you can dedicate (passthru)
single PCI device to (only) single VM. 

Your display adapter is probably just a single device, so no, 
you can't have different output to different VM using VGA passthru.

Unless you have some kind of multiplexing going on,
like in Citrix XenClient, where V4V is used for virtual graphics in VMs.
