I think you have some troubles with Xen ideology.
You shall decide - which debian you wish - PV or HVM. If we talking
about PV, you can not use ISO, you have to use network installation (XCP
will care about downloading required files by itself).
If you wish use HVM (and ISO) you must make iso avaible for usage (must
be visible in xe cd-list), after that you can simply do xe vm-cd-insert
with device=1 (this is important!) and start installation after VM boot
from CD.
