I could be wrong, but this doesn't appear to be a kernel problem. Especially if
xm info is working, so the xen service has started aleardy.
Did you ever have a working Xen setup (kernel, hypervisor, and tools) that was
able to create guests?
If so what (if any) changes have you made to your Xen tools (e.g: xm or xl)?
