No you don't. Use powerstate-reset to set the VM back to halted.

is there a command like xm destroy <vm-name> but then for in the xen cloud?
When a fileserver fail-over, the xen hd becomes unreachable and i need to
reboot the vm, but because of the hd fail, i can't normaly reboot the vm .. so
i want to create a destroy/create handler.
