Greetings all:
Even though an XCP VM has changing_VCPUs_live in its allowed-operations (vm-param-list), doing vm-param-set VCPUs-max on a running VM has no effect. The VM has to be shut down to successfully set VCPUs-max. Either the function shouldn't be in allowed-operations or it shouldn't be non-functional. Either way, it's busted :).
