Is this the very first vm-start before the guest is installed? What's supposed 
to happen is that the magic bootloader 'eliloader' inspects the VM 
configuration and then downloads the kernel and ramdisk. Could you post the 
output of 'xe vm-list uuid=<uuid> params=all' for this VM? I can probably 
attempt to reproduce it in my environment.
