Xen emulates an Intel IDE controller in ioemu mode that will be detected 
by any plain installation procedure, this is not the problem.
However I would suggest to allign full-disk vs. partition scheme when 
passing through the device, i.e.
disk = [ 'phy:/dev/sdb1,sda1,w' ]
- or -
disk = [ 'phy:/dev/sdb,sda,w' ]

But not taking a partition and present it as full disk.

Anyway, I'd suggest to start using xvda(1) from the very beginning and 
then install PV drivers as soon as the installation is completed.
