Seems like you're using convirt, so you might have better luck asking
convirt users.

It's a long shot, but perhaps selinux is preventing xen to access
/var/cache/convirt.
Try looking at /var/log/messages for syslinux errors, or try running
"setenforce 0" and see if it helps.
