According to the DDK docs:

Bug Check 0x3e = MULTIPROCESSOR_CONFIGURATION_NOT_SUPPORTED
The MULTIPROCESSOR_CONFIGURATION_NOT_SUPPORTED bug check has a value of
0x0000003E. This indicates that the system has multiple processors, but
they are asymmetric in relation to one another.

If vcpus=1 then that is a bit puzzling...

Maybe you need to fiddle with the cpuid setting so that NT gets a cpuid
value that it can understand.
