Yes. You heed to shutdown. A reboot will not re-read the config file.

These two servers are installed so that they did have 2 processors set 
since from first boot and Windows device managers shows ACPI 
multiprocessor PC so i am assuming Windows should discover new processors 
automagicly?

Also did check apic and acpi, they are on, eg. apic=1 and acpi=1

One question that might explain this problem, as servers were rebooted 
using Windows shutdown - reboot command, maybe its needed to bring them 
down completely or is standard reboot from Windows start menu enough?
