Yes, you are correct. It is Web Edition that supports only 2.

Just recently I set up a Windows 2003 DomU (I think it was enterprise
though) under 4 CPU's, and while booting 'xm list' showed an increasing
number of vcpu's attached until it reached 4.

When you go from UP to SMP, the first time you boot you get a message
that windows had finished installing your hardware but you need to
reboot, and sure enough you only have one CPU until you reboot. I have
not had such a problem going from 2 processors to 4 though.

What version of Xen are you using? Do you have ACPI and APIC enabled?
