please bear in mind that the "rate" limiting only works for outbound 
traffic.

i have set up some simple traffic shaping scripts, that do work 
dynamically, limit inbound/outbound traffic and guarantee some bandwidth 
for a particular IP. If you're interested, i 'd be happy to mail them to 
you.
