I haven't tested on 3.0.3 in a long time, and I suspect the problems you
are seeing are probably a result of 3.0.3.

xm looks to see if anything is 'watching' the 'shutdown' variable in
xenbus. If it is then it assumes that PV drivers are running and will
signal the DomU to shutdown in an orderly fashion. If nothing is
listening then it assumes that there are no PV drivers will perform a
'destroy' (eg immediate shutdown) instead.

So if XenPCI isn't running, you won't get the immediate shutdown.
