virt-manager is developed separately from Xen by a different team.  I'd 
recommend you check out the mailing lists, etc linked from their project page 
(http://virt-manager.et.redhat.com/).  They might be able to better advise 
you on the meaning of that error!

Alternatively, you could try and report a bug to the distribution who provided 
virt-manager.

Sorry not to be of more help, I don't use virt-manager very much myself.
