If you use (and want use further) HVM domain,
you can make passthrough only if
(1) your hadrware support VT-d (I/O virtualization technology from Intel)
which is very rare for the present (don't confuse it with VT-x)
and
(2) you also use Xen 3.2 (or 3.3-unstable).
So, I think that it's better not to passthrouth PCI-device,
but to use linux bridge instead of it.
To do this, you should:
1) In dom0:
/etc/xen/scripts/network-bridge start bridge=eth1bridged netdev=eth1
2) In config of your HVM domain:
vif = [ 'type=ioemu, bridge=eth1bridged' ]
That's all.
