This appears to be related to color options in vncviewer. Tightvnc's viewer 
works with the '-bgr233' option, but other viewers default to something like 
rgb565, and are ignoring any changes to number of bits per pixel, with no 
option for bgr vs. rgb. This is true of fedora's vnc-4.1.2-23.fc8 viewer. It 
works correctly in virt-manager's viewer the first time, but if you close the 
window & reopen it, you get the color mismatch.

The real question tho' is why doesn't this work out of the box?
