dapper doesn't support nosegneg per default in its libc. you might be able
to recompile one with dpkg-buildpackage, but doing as suggested works
much quicker ;)
btw. if you received this message on a somewhen previously installed domU,
you a) installed a new ssl related package or b) had a security update.
In both cases, just rm -rf /lib/tls.disabled && mv /lib/tls /lib/tls.disabled
well, needless to say to be careful with rm in /lib ...
