For RHEL, you need a license to download the ISO's. For free, you can download CentOS ISO's and have a much easier time with Xen installations, which you can automate without having to negotiate the licensing. You can even download DVD's which are much easier to Xen install with, and use Bittorrent to get them.
 
For Fedora Core, take a look for Bittorrents as published by the Fedora Core project, and again, use the DVD's.
