I've got 32 bit HVMs and a 32 bit PV domU running under a Xen 3.1
hypervisor.  I did have some trouble with the PV one though, although I
can't remember if I was getting the same error that you are.

At any rate, my problem was solved by using a kernel compiled against
Xen 3.1.  This was the only was I could get it running.  What version of
Xen was this Debian kernel compiled with?  If it's pre 3.1, have you
tried using a kernel from the Xen site as this domU's kernel?
