Without support from XenSource or a Linux distributor, you'll most
likely NOT be able to apply the current set of kernel code-changes to a
much later 2.6.x kernel (in the current code, it uses 2.6.18, so about
three steps behind - I moved to 2.6.18-8, which required a little
effort, but that's only some minor fixes to the main kernel - to move to
a major update of the kernel, that will require taking all the patches
for 2.6.18 and refitting them to 2.6.21, and that's not easy). 

I don't know how much support you need in the kernel for high precision
timers. I suspect that it may become slightly less useful on top of Xen,
since Xen "messes" with the timers in itself, and that may interfere
with the HPT. 

When you say "VMM", do you mean the hypervisor, or the Dom0? If you mean
VMM, then you won't (automatically) get HPT in VMM by rebasing your
kernel. For guest-domains, you will obviously only get HPT in the kernel
that you have it compiled in [if it's at all possible to use this
feature with Xen - I don't know enough about it to say].
