I'm not certain, but I think that the dom0 interface only became independent
of the hypervisor interface with Xen 3.0.4, so your 3.0.3 kernel is not
necessarily suitable for dom0 (although it would work fine in guests).
From 3.0.4 and later you can mix and match dom0 kernels and Xen versions (but
the Xen and the tools versions must be matched). If you want to do fancy
features like 32-on-64 PV you'd need to have a kernel from Xen 3.1.
