which should probably have a intro that says "No, but hg is pretty easy to
setup"...
that cheatsheet includes the following:

You will also need a Python version >= 2.3
... so it's rather far from "available as a download"... but then, if
you're going to build from source, building the mercurial software is
failry trivial. (I did it once.)
