The same was true of my HP/Compaq nc6400 laptop when I first got it.  VT supported in CPU but disabled in BIOS.
 
I'm happy to report that HP's latest BIOS update for the laptop fixes the problem, and you can now turn on VT in the BIOS setup screen.  The update was a simple download from hp.com .
 
I'll stop short of recommending the nc6400, purely because I have yet to try Xen on it.  But I can vouch for the fact that the latest BIOS gives you an option to turn on VT.
