Some of the possible reasons:
1. The version of Xen and related components aren't working right - for
example, for HVM domains, until recently (not sure EXACTLY when, but it
does work in the current unstable as far as I can tell - it may be part
of 3.0.4 release of Xen) it was not possible to specify vcpus=n without
also modifying the BIOS code (and thus hvmloader) to go with this
number.
2. You installed the domain with a uniprocessor kernel, so the kernel
doesn't go looking for multiple CPU's.
